What's up with players bouncing around in the same division?

Cedric Benson is the latest example.

Don't NFL teams have better personnel departments than this? Do they all key in on guys who've played against them, or is it just an affliction of the NFC North?

I'm not quite seeing your point. Benson hasn't been in the NFC North since 2007 and he's had 3 straight 100+ yard rushing seasons so signing him hardly seems like an indictment of the GB personnel department.
