You're assuming that developing MBT is a priority. How many snaps do you think he's gonna get after this week?
For that matter...what about developing Ponder? Lets give THAT guy a few more reps.

Judging by the preseason games, in which Burton has routinely played w/ the ones and twos, while Webb has played with 3s and the "we'll be cut on Saturday" crew, it seems that the coaching staff views Burton as clearly ahead of Webb.
The overwhelming consensus here is in favor of Webb.
For what it's worth, I favor Burton. I think he brings more to the table as a wide receiver and returner at this point. However, what I'd really prefer is a better option than either one of them.
I can see arguments for both of them. I think Webb is clearly a sentimental favorite among the fans, which probably accounts for the difference in opinion between fans and coaches that you mentioned. Many fans have been viewing Webb as some sort of lethal secret weapon since he was drafted.

Not quite a lethal secret weapon...more like a concealed wiffle ball bat. Just enough to beat somebody every now and then.

This was good!
Personally, I feel like Burton has shown us more...but I'm more loyal to Webb. Eh. I'm torn for sure, but I'd rather they both stick around. I just think it's great that there is a battle for our last WR spot, and we're set otherwise. It must mean we finally have some legit starters. Relief. Should've tried these guys more last year. Certainly couldn't have been much worse.

From the sounds of things we might be able to get Winfield back if we want him. He's apparently no lock to make the team in Seattle.
Good, cause Robinson looks like he's in a hurry to go backwards, and I bet Cook is off the field at least 50% of the time this year. And as much as I want to see Feldar make it, he looks like he needs a lot of work as a DB. And none batter to teach him then Winfield.
Interesting back and forth. Great whiffle bat reference.
I think Webb is further along after one camp than Burton was...as far as being a receiver. Obviously Webb is pretty well steeped in the offense so it's somewhat skewed.
The jump ball in the end zone is just one example of how to use Webb's skillset situationaly. He could have his own package.
I just think his upside is greater than Burton's, who does look more polished, but he's had 3 camps to Webb's one. In my mind it's Burton's lack of development as the reason there is even a discussion.
Burton looks good to me. Strong, fast, athletic, good hands.....how good will he be?
Seems a bit much over the number 5 guy. Webb is a sentimental choice. Maybe they keep them both~
I probably would've chosen Webb anyway, but Burton pulling up on that slant was enough for me. Plus I'm hoping we'll run some sort of reverse run/pass option with Webb a la Antwaan Randle El at some point. Something to spice up our vanilla offense.

That's what I'm thinking. He can do a lot of different things. He's more of an *X* than a #5 wideout~
