They put the 5 coaches who have never coached before at the bottom of the list because they have to be ranked somewhere and putting them any higher makes no sense.

They don't actually think O'Connell is the worst HC in the NFL they, just like the rest of us, just have no idea where he should be ranked.

Look at it this way - he has nowhere to go but up. He's literally starting out with no expectations and everyone is going to be willing to cut him a break because he's never been a head coach. He could come in and rock, in which case he'll move rapidly up the head coach rankings.
