I've heard that theory a few times. By the 6th-7th rounds these teams are putting together lists of who they want to call to snag as UDFAs. It makes a bit of sense that if you could have a bunch of 7th rounders you can just take them and not worry about losing the guy to someone else.
Not condoning, I just understand the point of view.

It sure looks like he enjoys it too much and I'm beginning to wonder if other GMs see him as an "easy mark", a GM who will rarely say no if they want to move up to the Vikings spot.

I don't know. He said they made/received 20-30 calls yesterday. Obviously didn't take a lot from those. And if you look at the trade chart he usually gets really good return so I think he knows how to pass on weak deals. It'd be fun to see over the years his success rate vs. staying put.

I like what Rick did yesterday. Today is how I typically feel about him. Its all about making his mark gaining picks, instead of trusting yourself and scouts to make sound picks, even if they may not work out. But thats better then just closing your eyes and hoping for the best. Johnson and Bucky may work out at some time though.

Mayock said GMs have their "fingerprints" where some guys never move while others bounce around. So he's probably known as a guy to call if you want to move, keep in mind he also moved up, twice, so he's playing the phones too.
The Patriots are notorious for compiling picks, I don't think it's a bad strategy to emulate.
