No, it's not. Here is the NFL rules on illegal touching. Note the first one specifically states that the ball must be caught (not just touched).me4get wrote: No, any touch is supposef to be called.

2) On a forward pass, the receiver steps out of bounds and doesn't re-establish himself in bounds before catching the pass.
