2004 - Due to several instances during the 2003–04 playoffs, officials are instructed to strictly enforce illegal contact, pass interference, and defensive holding.

This isn't a new rule. This is like the boss telling everyone that lunches must be kept under one hour. At first, everyone complies, then gradually they go back to the way they always did it.
Or not considering how they have called games since then.

I know you were only asking for PI rule changes, but as I was going through the list it dawned on me that the argument isn't only about PI. The rules in general have evolved to favor offense, especially passing.

The rules that have been put in place to protect QB's has probably helped the most. Today's QB's don't have to worry as much about getting killed, especially after throwing the ball. I mean that's a huge advantage over QB's from the past right there.

The tackling rules, like not being allowed to "horse-collar" anymore has more than likely added to YAC yards (and rushing yards). Not being able to hit a defenseless receiver has also contributed greatly to more passing yards. A defender has to pull up now or make a softer less apt to jar the ball loose kinda hit.

Get Patterson in there. start spreading it out. Cut this gosh darn squishing the field to 20x20 yards nonsense. Give Peterson a freakin' chance already.

So, usually when I'm at the Mall of America on the Saturday before game day I see a fair amount of opposing fans. Not today. Today I saw TWO Browns fans. Two. :)
