Congress didn't commission the Mitchell Report, MLB did. If Congress had, Mitchell likely would have gotten further because they'd have given him subpeona and immunity power.

You're right.
It was the threat of an investigation by a Congressional-appointed special prosecutor with the FBI and a grand jury at his disposal that got the players union to agree to the Mitchell inquiry. And it was the Mitchell Report and the prospect of Congress getting involved if they didn't act that gave the players union sufficient motivation to do something on steroids and drug testing.
In a related matter Waxman (or whatever his name is ... the dude that was running the hearing this week) said in his opening remarks that one of the reasons they went along with Clemens' insistence on having the hearing was that this Congressional committee had adopted the Mitchell Report as part of their investigation and made it part of the Congressional record and so forth. So while they didn't commission it they gave it their stamp of approval and because of that they felt obliged to give Roger his day in the sun to clear his (cough) good name.
So far, everyone who was named has either admitted to taking substances or been proven guilty, except for Clemens and Bonds, am I right? Is there anyone else who is denying anything?

Funny, considering those are the two guys who have legendary careers.
I haven't kept up with the story in the past few days, but Clemens is getting really desperate now. He's dragging his wife into the mix and pointing figers at everyone but himself. Sad.
