It isn't dirty dealing. The franchise tag was agreed to by the NFLPA. The franchised player is guaranteed to get a lot of money if he so chooses to sign the tag.

Some fans value him, but the team franchised him and immediately put it out there that they were seeking to trade him. When the teams sniffing around didn't meet the Vikings asking price, only then did we start hearing about negotiations for a longterm deal, followed by the report that they weren't close and he was back on the trading block. If you think this stunt hasn't cost Harris a LOT of guaranteed money on a contract this year, and potentially lots of career earnings over the course of the next few years should he not play as well or get hurt this season, I think you aren't looking at it from his perspective. He has been kinda screwed over by the Vikings.
