You think? I make it into the playoffs in almost all of my leagues (usually play 3 or 4 a year), and make it to the Championship game quite often as well...I never felt I lost a game due to "my player(s) being sat." I don't believe I ever ran into that problem. Besides, sometimes you just have to adjust to those things. No complaints here. I win a fair amount, so I can't whine about it. I must know what I'm doing.

It is just a standard NFL-Managed league.
I honestly can't remember if I'm used to playing into Week 17 or not. I know I never thought it was an issue or worth a complaint, lol, so maybe it does only go to Week 16--and maybe it has been that way for a while. I'm not sure. I just know it said that when I joined the league. It listed that as part of the general rules. Thought it was worth mentioning. I'm assuming it's that way for all non-custom leagues. I'll find out soon enough, because I'll be joining a few more.
