According to overthecap.com, the Rams have $90M in cap space in 2019. The Vikings show $54M for 2019. These numbers assume all current contracts expire on schedule, fifth year options are not exercised and include no potential tags. The numbers themselves don't mean much without looking at the details.

Cap isn't a use it or lose it type deal, you can roll some of it forward. I believe the Vikings rolled $13M or so forward from 2017. Might be +/- that number, just going off memory.
