Off means no odds published right now. It happens when a key player (usually QB, occasionally RB) is questionable. In this case, it's Kolb. If he plays, Philly will be favored by less than if it's Skelton.

I see some people still picking that game. Does that mean you are counting it either way and they are just taking the odds at whatever they end up being?

I picked the game and I'm pretty comfortable taking the odds at whatever they end up being. They won't be too horribly skewed I don't think.
